RIVERVIEW, N.B. – After a lengthy and thorough selection process, the Greater Moncton Sewerage Commission (GMSC) has named Bernard LeBlanc as its new General Manager, effective Monday, June 3. The announcement was made today by Commission Chair Winston Pearce.
Fluently bilingual, Mr. LeBlanc brings a full breadth of experience with private and quasi-public sector organizations and boards, including the Saint John Airport and J.D. Irving, Limited, both of which required strong technical and regulatory compliance similar to the environment in which the GMSC works.
“Over the next decade, the Greater Moncton Sewerage Commission will be facing major capital investments in order to comply with recently announced federal environmental regulations,” Mr. Pearce said. “Having a seasoned leader like Mr. LeBlanc will assist the GMSC team in reaching the goals of Riverview, Dieppe and Moncton, while ensuring legislative compliance.”
“I began my professional career with WESCO-Westinghouse in Moncton and am very pleased to be returning to an area that is so dynamic with an economy that is doing so well,” Mr. LeBlanc says. “This is a major challenge and I look forward to working with the Commission’s dedicated staff and stakeholders. I am greatly looking forward to a return to Greater Moncton, and I look forward to integrating into the area’s community.”
Mr. LeBlanc has also taken on leadership roles with Cerberus Pyrotronics’ North American operations as vice-president for Central Canada prior to being offered a role in Southern California. In 1996, Mr. LeBlanc returned to New Brunswick and joined the J.D. Irving, Limited, group of companies, serving 11 years as a general manager for companies such as Commercial Equipment and Petroservice. In 2008, he was named president and CEO of the Saint John Airport and served in this position until October 2012.
Over the last decade, he has also served on many volunteer and association boards both locally and internationally including: Rotary Club of Saint John, New Brunswick’s Research and Productivity Council, l’ArcF (Saint John francophone community association), Petroleum Equipment Institute, New Brunswick Gateway Council, Atlantic Canada Airport Association, Canadian Airport Council (as vice-chair), as well as Airport Council International’s North American board.
A native of Edmundston, he holds an engineering degree from McGill University in Montreal and an MBA from Dalhousie University in Halifax. Mr. LeBlanc and his wife Brenda have three children.
Mr. Pearce also expressed the Commission’s gratitude to Director of Operations Conrad Allain for managing the Commission during the search for a new general manager. “Mr. Allain has done an outstanding job – the job of two people, really – and we are very thankful for his leadership while we searched for a general manager,” he said. “Conrad will now play an integral role in our $120-million capital campaign to upgrade our system in order to meet new federal regulatory guidelines. His technical knowledge is second-to-none in the industry and we are confident that he will achieve these goals. He has a creative and innovative mind that has played an essential role in our success.”
