RIVERVIEW, N.B. – The Greater Moncton Wastewater Commission (GMWC) announced today that Patricia Casas has been appointed Manager – Liquid Systems. Patricia brings with her five years of experience in other capacities at GMWC, prior water treatment sector work, as well as training as a chemical engineer in her native Peru.
“Patricia has been our lead in the implementation of the biological nutrient removal pilot plant project and confirmation of its process integrity. She will now take on direct responsibility for the laboratory, as well as plant process and operation,” said Bernard LeBlanc, General Manager of the GMWC. “She will maintain her existing responsibilities in addition to taking on this leadership role such that no additional personnel will be required.
“Over the course of 2013, the GMWC implemented a new organizational structure which flowed from Commission internal discussions and outside operational and human resources studies and recommendations,” said Mr. LeBlanc. “This resulted in the creation of general manager and director of finance and administration positions, as well as the evolution of other roles and the addition of new technical personnel. This will allow us to best move toward our desired organizational structure while leveraging our employees’ strengths to take on responsibilities for specific aspects of the operation and help us best deliver on our mandate.”
As the GMWC moves toward a significant investment in its treatment facility, it is now time to implement the last piece of the organizational structure to help the Commission best meet the demands and expectations of its 2014-2018 strategic plan and federal Wastewater Systems Effluent Regulations (WSER) requirements.
“The contemplated biological nutrient removal process and the secondary treatment upgrade to achieve it is a huge step for the GMWC,” Mr. LeBlanc says. “It is also a very complex and technical process that requires an even more stringent oversight by our technical personnel to ensure that we consistently achieve the required output from our process. It will therefore require a very focused and coordinated team effort to ensure operational effectiveness and that federal compliance targets are met on an ongoing basis.”
